If an authority or another body that has to comply with public procurement law wants to buy a service or delivery, for example, it generally has to carry out a procurement procedure in which every interested party and provider of the service can bid.

Anyone who is awarded the contract and emerges from the award procedure as the winner can count themselves lucky. Due to the non-disclosure obligation of the posting office, the selection procedure is not always comprehensible for those involved in the award procedure.
